DEADLINE  for DEVELOPERS - 1 APRIL 2010

Developers of property are reminded that as from 1 April 2010, proposed developments with five(5) or more units, whether they be vertical or horizontal construction sites, shall appoint an Approved Inspection Authority or a  Competent person in terms of the Occupational Health and Safety Act 85 / 1993, Electrical Installation Regulations 5(6)  to ensure compliance from commencement to commissioning and completion of said installation .  When an application for an electrical connection is received by the Supply Authority (Municipality, ESKOM etc), enforcement of this regulation will be applied by the officials concerned.

SOLAR WATER HEATERS

Wiring work associated with the installation of Solar Water Heating Systems shall comply with the SABS 10142 /1 - 2003 Wiring Code of Practice read with Occupational Health and Safety  Act 85 / 1993.
A valid Certificate of Compliance including Test Report shall be issued by the Installer on completion of said work. Failure to comply with these clauses is a contravention in terms of these regulations and defaulters may be prosecuted  by the Chief Inspector, Department of Labour.

End in sight for sub-standard electrical installations nightmare

The building industry will at last have the support of the Occupational Health and Safety Act to appoint approved electrical inspection authorities or competent people registered with the Engineering Council of South Africa (Ecsa), to ensure compliance of new electrical installations, says Peter Smuts of the Western Cape Approved Electrical Inspection Authority (WCAEIA).
New amendments to the existing electrical installation regulations, soon to be gazetted, will place the responsibility on the new owner or user to appoint these persons to ensure compliance from commencement to completion of the electrical installation. In the initial stages before ownership, the responsibility will rest with the developer of a building.
"The current nightmare of taking ownership of new premises with sub-standard electrical installations should be at an end," says Smuts. "The regulations apply to residential developments in complexes, commercial enterprises and other buildings. This amendment has taken many years to publish due to much controversy. However, the safety of the user was paramount when drafting these regulations."
Smuts says the competent persons referred to will either be registered with the Ecsa or the Department Of Labour.
The idea is to ensure competent installations in mass townhouse complexes where there is little or no supervision by skilled people.

Effective Human Resources facilitating Training Seminars
Effective Human Resources (EHI), in association with the WCAEIA, is presenting training seminars for Electricians and Electrical Engineers.
The seminars are facilitated by Mr. Callie Kruger of EHI and presented by Mr. Peter Smuts, Moderator from the WCAEIA.
The seminars offer training covering Unit Standard 13683: “Issue certificate of compliance for a domestic/commercial/industrial installation.” Successful completion of the examination at the end of the seminar, will secure 5 credits for NQF level 5 and/or 2 CPD points.

Electrical Contractors request audits
Electrical Contractors request the WCAEIA to perform audits of their installations before issuing a Certificate of Compliance. By doing so, the Contractor is confident that the installation meets the minimum requirements and therefore avoids possible costly “come-backs” at a later stage.

Department of Labour: Electrical Installation Regulations
The Draft Electrical Installation Regulations with modifications have being approved, by the Advisory Council for Occupational Safety and will now be processed for publication.  9 May 2007

CPD Points/Credits for Engineering Profession
The WCAEIA is keenly awaiting accreditation by ICMEESA to issue CPD (Continuous Performance Development)  points / credits for courses given by this institution.  Currently, only NQF credits are awarded in terms of the South African Quality Association Framework for these courses. May 2007
